At INFOFEST 2026, the Ministry of Social Welfare, Family Care and Demography will present e-Socijala, Montenegro’s social welfare information system, with a particular focus on its Case Management Module — a digital solution designed around beneficiaries and their needs, especially the most vulnerable groups in society.
The presentation will demonstrate how the information system supports social work centres in case management, enabling more timely and effective assistance to children, adults and the elderly facing challenging life circumstances. This ranges from protection against violence and referral to social and child protection services, such as day care or shelter accommodation, to foster care and adoption. Each case is managed digitally throughout the entire process — from intake and needs assessment, through decision-making and support planning, to monitoring and record-keeping.
The system and its functionalities will be presented by Dževad Purišić and Amela Babačić from the Ministry’s Directorate for Information Technology and Analytical and Statistical Affairs. Suzana Milović from the Podgorica Social Work Centre will then use a real-life example involving the care and protection of a child to demonstrate how digital case management works in practice.
